It's just 3 months old (the waterblock) and because my card got broken I ordered a new one. Yes, it can definitely be reused with a new (compatible) graphics card. Thermal pads - they are most likely fine as they didn't dry out in this short time period. Replace only if original thermal pads are physically damaged. Thermal compound - definitely need to apply a fresh layer on the GPU prior to installing the GPU water block. Wipe residue of old thermal compound from the GPU water block and GPU on the graphics card. Recommend CORSAIR TM30 or XTM50 or other similar if these two are not available in your area.
