H80i Pump Speed

I recently tried overcloking my CPU however when I got to 3.8GHz the CPU temperature was abnormally high. Some users on another forum have suggested that since the h80i water block is connected to the CPU fan header, the motherboard is controlling the speed of the pump which is resulting in less than ideal temperatures.

 

What I would like to know is if this is true but I would like to note that in Corsair Link software the H80i pump is displayed as running at maximum speed.

The water block is connected to the CPU-fan header in order to send a signal to the Bios that there is a "fan" there, otherwise the Bios would not let the computer boot. It is connected by a single wire that just sends the signal and nothing else. The pump is designed to run at a constant speed of about 2200 and is not meant to be varied.
