Corsair spec delta rgb fan making noise

When I turn on my PC one of the fans will start making this rattling noise and move slower than the rest but if restart the pc the noise will go away. Anyone knows how to fix this issue? I tried cleaning it and reconnecting to the motherboard but no luck. Here is video of it:
