i165 Malfunction

Hi all. new to the forum. I have a question regarding my i165. PC was recently shipped and is having issue. Possibly damaged in shipping although no visible physical damage. When turned on it initially switched on and off, cycling every 1-2 seconds. Lights on front came on, hear a clicking. Reset CMOS and then it would power on and the lights would stay on. However, "No signal" message when connecting to any of the DP or the HDMI in front. Also, no power going to ANY of the USB ports. Is this most likely a motherboard issue? I don't believe it is the power supply as the rest of the PC powers on.

Hey not too sure about the power ports, but after you turn on for about a full couple minutes try unplugging your monitors power and disconnect disconnect DisplY cable for 20 seconds then reconnecting with PC still on. Just curious.
