a. Have the fan that only turns on at 30% load?

b. OEM seasonic?

No, it does not. The easiest way to tel its the part number. The V2 are the part numbers.

CMPSU-650TXV2 is the V2 model and CP-9020038-NA is the newer model with the updated fan controllers.
