New device Scimitar Elite Actions will not import over from old mouse (Scimitar Pro)

ICUE Version 4.26.10 (latest)

Ok so I had the scimitar Pro for over a year or two and the wheel finally gave up due to so much use,  I replaced it with the Elite and tried to get my settings  to the new Elite,  I exported profiles ,   which included Actions (Actions are the most important parts as they take time to redo)  but for some reason when Im import the profiles the actions have not come over to the new elite mouse.

What am I doing wrong or is this a known bug?

Seriously,  I cannot be the only one who has this problem.
