However, the only devices that care whether you open a game or do nothing at all are your GPU and the PSU. Both have the potential to add some coil whine or even just normal VRM power delivery into the environment of a very quiet room. I would bet on the GPU and this is usually very apparent when using models with zero fan modes or GPUs on full water blocks that don't spin up, even when the GPU goes to 100% power.
