Default Does the 570x come w rgb fans?

AFAIK, it comes with SP-RGB fans.

Yes, the LL and SP fans cannot be on the same fan hub.

That's interesting so I will need two hubs essentially? How would I set that up?

As has been explained already and is detailed in the RGB FAQ, yes, you will need two hubs.
One RGB hub for the case lighting/SP Fans and one RGB Hub for the LL fans.
