Power SW and Reset are momentary-close circuits in this instance; they draw no power and have no polarity. (The arrow does mean polarity, on e.g. an LED output.) So you can attach those two specific connectors to the matching Power and Reset connectors on the motherboard, without having to worry about polarity.
