FIXED IT! As simple as turning 'Controlled Folder Access" off for the installation

Had a previous version, tried updating to the newest version - keeps failing. Tried re-booting many times and re-running - no luck! Download the previous version - still wont install. Any help would be very appreciated. /log attached msi.zip
