Send back unit for RMA have not received a replacement two weeks later Is this n

I sent back my unit with the label for an RMA and it's been delivered by UPS. I have yet to receive a replacement two weeks later. I was told that it was already delivered but the tracking number provided was for the original unit I returned. I have no PC and they have my money. Is this normal? I've contacted tech support via phone and email several times but I just keep getting the run around.
