Toasted
The drive is connected to a SATA II 3Gb/s port. The ATTO speeds are normal.
Toasted
When plugged into a SATA III 6Gb/s port, The ATTO results should be in the ~500MB/S range or near the Corsair specification. You have done three runs and all three are capped at ~250MB/S as well as testing a Samsung SSD and confirmed this as well, the drives are most likely connected to a SATA II 3.0Gb/s port or a setting in the BIOS has been enabled to run the controller in SATA II mode/something similar. What motherboard do you have? Check your BIOS/UEFI or user manual and see if there is an option that may affect the SATA speeds or reset your BIOS by shorting the pins on the motherboard or by removing the CMOS battery. You can try updating your BIOS as well as it may resolve issues.
