Yes, precisely the reason to use manual settings for voltage. It's not an intelligent, sensing adjustment. It's a pre-programmed table of values within the BIOS.
It vouldn't boot on normal voltage (1.35) on aut it did

If you need to run 1.50v+ to keep your DDR4 stable, you probably want to take the clocks down. That's an awful lot for daily use and 1.52v is not the next logical jump from 1.35.

I tried it but if I want to keep the system stable with these ram values (XMP values) I have to keep the voltage at 1,520

I would try to do the upgrade bios but I read somewhere that with this type of motherboard can be risky (black screen,computer explosion,flooding earthquake etc) I do not understand why it should be ..anyway:don't fix it if it's not broken..
At this ram speed 3000mhz or higher the asus bios tends to give the ram way above 1.35 volt which is normal for 3000mhz ram, the manufactures of mb has to make bios updates and of course mb's that can handle high mhz ram, also ram manufactures like corsair have to make shure they actually can run at there rated speed and volt, not enough they all run stable at 2133mhz which i think all ddr4 ram can do

I registered just to write this.
Got my Asus Z170 Pro Gaming Board together with a 7700k yesterday, couldnt get XMP to work either.
Now I updated to 3016 BIOS and it immediately worked, didnt need to do anything else.
Didn't work for me have 3000mhz ram, what ram do you have?
(im downgrading to 2x8gb kingston fury x 2133mhz ram)

New bios today 3016 it can't boot with the ram at 3000mhz (Asus Z170 Pro Gaming)
Didn't try setting timing manually

It seems to me xmp doesn't set the timing right, it's surpose to be 15 17 17 35, it just isn't even with xmp it's not, adjust cpu vccio voltage and cpu system agent voltage

Can't corsair vengeance lpx 3000mhz cl 15 run at more than 1300mhz (2600mhz) without being stable?
TPU I oc's the ram and cpu to air cooler and it's at 1467mhz(2934mhz) and 4.1ghz

Had to change timing to 15 dram cas (i think it was 15 all the time) 17 ras to cas (it might have been 1 higher or lower) and 35 ras act time (it use to be 36) i did all that before i tried xmp 3000

I once had an i7 4790k and a asus maximus wii ranger Z97 motherboard, i wish i still had it since it seems better than skylake and asus Z170 motherboards

Mine is 2x8gb i could have gotten for a bit less 2x4gb 4000mhz corsair vengeance ram they should be able to run at 3000,3200 even 3400mhz which is max asus rated ram speed,without the ram being unstable, then it would be the mb,bios or both that isn't doing a good job
Does anybody know if it's the ram,mb or bios or mb+bios or alle 3 things that does work together

I can't get near 14 14 14 14 34 how do you do it (won't run at lower cl at high speed than 16)

My white kit runs smoothly at 3200mhz @1.35v 16-18-18-36
The red kit can only obtain a speed of 2933 with the same settings
My CMK16GX4M2B3200C16 v5.39 runs at the same setting Asus Prime X370-PRO but when ever i take prime 95 blend or any of the other test, workers stopped, my cpu is a ryzen 5 1600 have you tried prime 95 blend (lots of ram tested)? When mhz is lowered to 2933mhz stability is 100% stable (so fare)
