TX650 paperclip functionality test

I have a system with a TX650 that's been running 24/7 for about 7 years with no issues. The other day the power company replaced a pole outside my house and cut and restored power. My PC will no longer power on and the powerstrip it was plugged into died as well.

 

I tried a paperclip test, the TX650 and hard drives spin up but only for about a second then everything shuts off.

 

Is this expected behavior for the TX650 or does it indicate something is wrong? I seem to recall having done this test a zillion years ago that the power supply normally stays on.

Any ideas? Also opened a ticket with Corsair but historically they've taken a week to get back to me. Would like to get this PC working ASAP and don't want to order a new power supply if this one sounds like it's working OK.
