RM550x shuts off when the PC is booting

I just install a new RM550x in my PC, when I turn the system on it will start to boot, after approximately 40 seconds (never at the same point) the Power Supply shuts down,

I have taken all extra memory out, only one HD, and Vidoe card just bare bones. Mother Board is EVGA nForce 680i SLI, video card XFX Radeon R5 220

But still doesn't make it through the boot.

Is there anyway to tell if the PS is shutting down because it can not handle the power. It seams like something is going on with the PS, but I can not tell for sure, any ideas would help
