Are the TX650(M/V2) loud or is mine just broken?

I bought a TX650 V2 off Kijiji, and it is very loud. Under full load it's around 65db loud (recorded on an iPhone, may be a bit off) and 60db idle. It's pretty unbearable when playing games and is very annoying to everyone around me.

I want to buy a replacement power supply from Corsair, which is the TX650M, but I don't want another loud power supply problem.

Is my fan broken on my power supply or is the TX650 V2 just extremely loud?
