Salvage H150i RPG rad for custom loop?

Yeah, you just don't do this. The option to consider would be keeping the H150i and running the Hydro X loop for the GPU only. This keeps the lower watt 9900K in a separate coolant pool as the 300-330W 2080 ti. However, this may only be of benefit if your 9900K is right at its temperature limit where you need to worry. Typical coolant delta for 2x360 with those two components is going to be around +8-10C for mixed loads like gaming that stress both. If they were run as separates, you could probably keep the front intake H150i for the CPU at +4C while the warmer GPU coolant is handled through top exhaust. Potentially it's a savings of 4-5C on the CPU for mixed loads. It is not a benefit for single component heavy loads where the dual radiators allow more heat dissipation per pass. The major downside to this is two pumps, which could be irritating if you like to keep the room quiet for work.
