Default Strafe treats Shift, Ctrl, Alt as toggles

I've been having issues with games where the games won't recognize shift, ctrl, etc., and I have to hit them several times.
I tried the Switch Hitter and realized that Shift, Win, Alt, R. Alt, FN and Ctrl all act like toggles. I.E. you hit them once and they are Down and again and they are up.
Is there a way to make the keyboard stop behaving this way or is it broken? I've only had it for about a month.
Thanks!

I already tried reflashing firmware, exiting CUE, etc., to no avail.

Aren't there settings in windows that control this? In accessability section, sticky keys? Maybe you activated that by accident?
