Talking DDR3 1600 MHZ not running TW3X4G1600C9DHX

Ok so obviously as Happy Holidays! jsut passed, i got some new ram, (TW3X4G1600C9DHX)

4 gb 1600 mhz pc 12800 1.8v 9-9-9-24

so my cpu is at 400fsb with a mult of 8 =3.2ghz...

my ram works properly when its at 1:1 or 800mhz,

if i try to move it up at all, the system wont even start, and even now im having issues getting into bios,

system starts and powers off two times before powering on for real...

but if i bump up the MHZ on ram i cant even get passed the 2 semi start ups...

my volts are as follows,

cpu@1.30
mem@1.79
fsb term@1.20
NB@1.25
SB@1.50

also currently my clocks for mem are at fsb:dram = 5:6
cl 7
trcd 7
trp 7
tras 19
trfc 54
command rate 1t

any help would be SAWEET!
thanks
