Default Why is the 1070 air cooled?

Hi. I'm thinking of ordering a Corsair One. The GTX 1070 model is enough for me. But I'm concerned about noise given that the 1070 itself is air cooled rather than water cooled. Is the air cooling mostly to keep the costs down? Is the 1070 model noticeably louder as a result? I don't plan to do a lot of gaming on the device, but VR apps from time to time.

The 1070 isn't tremendously louder but it IS louder. It's relatively quiet, but the water-cooled systems are quieter.
