Default ATX +12V Problem

I just got a VX450W power supply, and since I've had it the +12V has been being shown on Asus Probe running at around 9W. Recently my computers has been shutting down randomly right as Windows XP or Ubuntu starts. I'm not 100% sure if these two things are connected, but does anyone have any suggestions on how to fix this? (Preferably not sending it into Corsair, I don't want to have to send anything in for warrenty or whatever)

Do you mean the 12v rail is showing up as 9v? If so, software and BIOS readings can be off by quite a bit. The only way to know for sure would be to use a digital multimeter to measure the rails. Are you ever able to get into an OS, or does the system shut down 100% of the time?
