Default setting two static colors to LL120 fans?

is it possible to set two static colors to the LL120 fans? 1 color on the outer ring and one on the inner ring.

Yes use one solid color for each color you want, then select the inner parts for one color and the other ring for the other color.

Yes, absolutely. You have control over individual LEDs. You could set each of the LEDs to a different color of you wanted to. You'll need multiple effects and then select the LEDs that you want to apply them to. CTRL+Select to add to the current selection.
