They are connected to your motherboard, yes? You'd configure them in the BIOS or with the motherboard software.
iCUE will only control fans connected to Corsair coolers or the Commander Pro.

The most important question of the three was to check if the splitters have 4 connectors on each fan connection. You've not answered that....

Yeah, I've seen this. It seems to happen particularly when the system resumes from sleep.
To resolve, I plugged it into an internal USB Hub (from NZXT) that I have. Haven't had the issue since.

But you should have at least 2 of the USB ports working if it's connected to the motherboard. USB-C will have a different connector.
