Could be a bad LED on the 2nd fan. You can test by swapping fan 2 and 3 on the hub. if it doesn't help it's likely the hub itself.

Usually this kind of lighting behavior is indicative of a dead LED on a fan. It can be the fan that is acting up or sometimes a fan farther up the chain. I would swap the LED fan cables...

Usually with that kind of reaction the pump isn't spinning. On the Pro and Platinum versions they have a SATA power connector. I would check the connection on that just to be sure....
