This isn't good ... even though the 9900K runs hot, it shouldn't be running that hot. Typically that indicates either poor contact or a blockage of some kind....

I've had a Gigabyte Aorus X399 running a 2950X for a year now with no issues ... on an HX1200i. Did you contact Gigabyte about this? I doubt it's the PSU.

The coldplate looks like mostly normal wear after being on a CPU. Clean it super-well with 90%+ rubbing alcohol.
The damaged fins won't hurt anything. No liquid flows through the fins themselves....
