Here is a screen shot of someone elses system....same memory..... Can the CPU make or break RAM Memory performance ?

Good Day, I have the following system.... ASRock AB350M Motherboard Corsair LPX DDR4 2400 16GB Kit (2 x 8GB) CMK16GX4M2A2400C16 RAM AMD A10-9700 CPU The problem is that I am getting horrifically low UserBenchMark results that seem to verify that the feeling my computer is VERY slow is correct. I have set the RAM timing to 16-16-16-39 (Factory suggested) I have one stick installed in slot A2 and the other in B2 Can anyone suggest things to try? Below is a copy of my UserBenchMark results.
