it comes down to the direction of the air flow IMO as wytnyt has said, air must be pushed, so if the rad/fans are used as an exhaust the fans are mounted bottom side to push air out of the case, if the rad/fans are used as intake, the fans are mounted top side to pull air in and push it through the rad hope that was clear enough to help a bit
