AX860i; is fan supposed to be audible at lowest speed?

so I bought an AX860i in hopes of a silent (most of the time) system. I was thinking I'd be able to get away with the psu fan varying between off and the slowest speed (and I think I can), but the problem is the psu fan even on its lowest setting is audible. its not loud, but I can easily hear it when it kicks in over the stock intel heatsink on a 4770k. Is this the norm for these psu's? Is there a way to turn down the fan to less than 40% (corsair software seams to only go down to 40)?

Noise is subjective, so it's pretty hard to say. Sure the fan is going to make some noise.

 

If you have a smart phone there are free DB apps. You can see how loud it is and compare it to the fan curve on the product page. It's not going to be perfect, but it will be close enough.

 

The fan should be off until it hits about 40 percent load.

really? not according to the chart below... is there a way I can change that to be 40%? playing around in the corsair link software I can't really find anything that will let me change that curve. All I can find is default profile and fixed rpm (min being 40% fan speed)
