CMP6GX3M3A1600C8 won't run at rated speeds or voltages

As the title says, my ram won't run at it's rated speeds in my system unless there are some quite heavy voltage and timing tweaks. At the moment, the only way the ram will hit 1600MHz is if the timings are set to 9-9-9-24 at 1.8v. Whenever XMP is enabled, the system won't even post no matter what timings or voltages I use. My BCLK is set to 200 so I'm running a ram divider of 2:8, which is natively supported by my Xeon's IMC. Also, the fact that the ram will run 1600 with heavily modded settings leads me away from believing it is my motherboard (MSI X58A-GD45). Is there any kind of tricks I can try to get the ram to run at least at lower voltages, because the ram is hot to the touch how it is, and it would be nice to get it to run at it's rated frequency at least without relaxing the timings even more than they already are (there are even more timings relaxed that were set by letting the board choose the timings).

Test one stick at a time with memtest. This will point out your issue pretty quick. If they all do the exact same thing when run individually, it's your board or CPU.

See, now this leads me to believe it's your board and not the memory. Are all 6 gigs being detected?
