My memory is being misrepresented in Windows XP Hardware Manager

Greetings all, hope one of you can help me. I just finished building my system and now have it up and running. The main specs are as follows:

Pentium P4C800-E Deluxe Mobo

Intel P4 3.06Ghz Processor

Nvidia GeForce 6800 GT, 256mb Video Card

Seagate 200mb HD & Western Digital 250mb HD

Thermaltake chassis, case fans, and powersupply (480W)

To finish my system off, for memory, I installed TWO sets of Corsair TWINX2048-3200PRO DIMMs, making it a total of 4GB Corsair memory onboard. When I went into my computer's Hardware Manager in Windows XP, it told me that I only have 2.5GB available! Did I do something wrong? Why is Windows misrepresenting my Corsair memory configuration? Is one of my memory modules bad? I am wondering if this is why I get a "beep-beep-beep, beep" noise whenever I startup the computer.

I hope someone over there at Corsair tech support can help me, cause I am deeply perplexed. Thanks so much in advance for your help.
