AX1200W issues

Certain motherboards do that for precision clock synchronization. Your board is not one of them. Asus knows about the double-boot problem with that board. Their solution to resolve the problem is to change the BCLK setting in the BIOS from the default 103.0 to 100.0. See the feedback section (pg. 3) in the following link:

The Voltage will be adjusted by the MB during the first few seconds of the post process. The way ATX works the MB will feed back Voltage and make adjustments depending on load. But it is a two part process which involves the MB and MB BIOS and the PSU. All of which happens in milliseconds of turning the system on. And continues to make adjustments as needed through out the up time.
