Case shock and reboot

In January I purchased CORSAIR CMPSU-400CX, along with new case motherboard, memory. Immediately had a problem plugging in USB or headset into front panel, the system would restart. Antec thought I'd received an older case and provided a new front panel, with the same results. I discovered a work around, by simply touching the case with the USB or headset and them plug in, all worked ok. Last week I touched the case and the system restarted. I notice a slight shock when I touch the case. I should mention I am using a UPS and verified I am grounded.

 

In my search I found suggestion that it may be my power supply. They mention a faulty diode causing a bleed through to the case. How can I prove this? Any ideas?
