what is the difference between these two 8 GB modules?

I purchased the ASUS M4A785TD-V EVO Motherboard. I was asking which module would be good for 8 GB, two 4 GB ones or one 8 GB one. RAMguy recommended two .The only difference I saw was the latency time and the price. The two recommended modules were the CMX8GX3M4B1333C9 and the CMD8GX3M4A1333C7

Does it matter which of the two I use with my motherboard? What is the difference between them? I saw that the latency is different on each. Do lower numbers mean faster response time?

The CMD8GX3M4A1333C7 ($266)has a latency time of 7-7-7-20 while the

CMX8GX3M4B1333C9 ( $312)has a latency time of 9-9-9-24.

Does the motherboard determine which latency time can be used so that I need to find out which one my motherboard requires or is it a matter of one being slightly faster than the other?

Either kit should be ok, the C7 is a faster part with the Dominator heatsink the C9 is a slower part without the dominator heatsink. Either should be fine in your board.
