If you are refering to what is holding the individual wires in the cable together, they are molded together in one piece. The connection between the wires is thin compared to the rest of the insulation so it is fairly easy to pull the wires apart. Just pull slowly and gently, one wire at a time. I wouldn't recommend using a blade of some kind since it would be easy to cut into the insulation itself, exposing the conductor.

If you are talking abou the ugly lump seemingly perched on the wires of the cable just below the two connectors, it appears to be a ferrrite filter that has one or more wires feeding through it and covered with a heat shrink sleeve. It would not be a good idea to permanently remove or relocate it since it is there to reduce or eliminate possible interference.

 

That being said, the heat shrink sleeve has a mastic inside that is heat activated, much like hot melt glue. You might be able to resoften the mastic with a heat gun and VERY carefully cut away the sleeve. Really small scissors, such as cuticle scissors would probably be less likely to cut the wire insulation than a knife or razor blade.
