Wrong part in CM3X2G1600C9DHX package

I bought a dual-channel package of RAM chips, model TW3X4G1600C9DHX a while back.

One of the sticks failed so I RMA'ed it back to Corsair and they sent me a replacment package. However today in CPU-Z I noticed that one of the sticks has the part number CM3X2G1333C9D.

The other one is the correct part CM3X2G1600C9DHX. I double checked this in Everest and BlackBox, both say the same thing as CPU-Z did. Why is one of the part numbers different and could this mismatch of RAM be what is keeping me from reaching 1600 speed.

Seeing as how this problem was causes by the RMA center from the first time I sent it back will shipping for the RMA be paid by Corsiair this time? I can't afford to keep having to send these things back.

 

Please tell your RMA rep or make note in your TSX case that this is your second RMA. They will assist you. Also, can you list ALL the information from the sticker on the incorrectly labled module or post a picture please?
