The other idea can work. You just need to widen the holes a little. I dont have a long M3 to test with now. Will get some countersink ones tomorrow, as I am doing a shroud. I also made a little bolting system from the shroud, so I can stick some nice long screws in there :) This way only the shroud takes damage, which is an old fan already. I also tried Maplin who have a 25mm fan screw pack and that also is the wrong thread size. There are no exact equivilents. You can find something close to the same size but it will not fit. Like trying to but ddr3 ram in a ddr2 slot, it just don't work. (I have a mate in the States who'll send me some but there are limits to me sending him places that don't carry them despite what Corsair says).
