HX620 power leaks to the case

Hello Gentlemen,

 

I had hard times starting my pc, press the button it goes on for a sec and then shuts down imidiately. By accident i found my case was on constant 12V charge. I removed all guts, only psu left, all psu wires moved outside the case and charge was still there. For now i isolated my MB with cardboard washers, seems to work. My question is, is it normal that PSU body leaks 12V charge?

 

BTW, psu is new and came in like this.

I ma not sure its 12V, i assume it, since 12v is most common. I measure it with soft skin areas like upper palm or lips, you can feel this needle thingy similar to 9V batteries. PSU is plugged in the outlet and switch is [|], i guess its on, although all output cables hanging loose since everything apart psu is removed from the case.
