my hx520 dying/not enough juice?

After installing my new sapphire hd4890 vapor-x I've been having this problem,

 

when booting up the computer there is a 50% chance I will get picture on my display.

Either the GPU fan will spin at full speed and I get no picture, Windows will boot up normally I can hear the starting sound and all.

Or Everything will boot up just fine and GPU fan is not spinning at full speed.

 

Also tried booting with stock voltages but it's still the same gamble if I get picture or not.

 

this does not happen with old GPU (8800 gts 512 g92)

everything else in computer is in fine working order.

 

I've been looking at getting TX850 or HX750
