Failing power supply

Since building a new system last month I had been experiencing freeze-ups and reboots with increasing frequency. I assumed that it was related to the graphics card or motherboard, but while investigating the cause noticed that the BIOS monitor showed that the 12V rail sometimes fell to less than 10V.

 

Since then the problem has worsened and the PC now will no longer power up, but will just "flash" on and then go dark (except for that one standby power LED on the motherboard).

 

I performed the test involving shorting two of the pins on the 24-pin cable, both without a load and with a fan plugged in. In both case the fans "jump" very briefly before stopping, and the DMM spikes a voltage before dropping to almost nothing.

 

I assume that this is far from a good sign...
