hx520 12v rail

I'm getting something weird with my new build... Looking at my bios, the 12v monitor keeps alternating back and forth between ok and fail. It stays on OK for about 3 seconds, then 17 seconds of that nice red terrifying FAIL.

 

Is this likely to be the power supply, or is there likely some other issue with my build?

thats going on in my bios. i downloaded speedfan and its showing 14-15v on my 12v rail

First, software monitoring devices like the motherboard BIOS and windows-based utilities can be pretty inaccurate. If your +12V rail was really at 14-15V your system would shut down right away and the PSU wouldn't power up because it's got Over Voltage Protection built-in.

 

The only really accurate way to measure the voltage a PSU is putting out is with a multi-meter. My home system has an HX620 in it and in Windows, one utility says my +12V rail is at 14.2V while another utility says it's at 5.4V for some reason. With the multimeter it runs between 11.9V and 12.2V depending on load, temperature, etc.

 

The ATX specification is +/- 5%, which means it can go anywhere from 11.4V to 12.6V and be perfectly fine.
