When testing it by using a paper clip in the green wire and black wire on the 24 pin connector, the power supply fan will spin for about a second and then stop. Subsequent attempts to turn the power supply on and off result in no activity at all, not even the quick fan spin. If I unplug it, and then go back to test again later, I get the same short fan spin on the first attempt, and then nothing. I have also installed it into a machine and gotten the same results; short burst of power (1 second or so) on initial attempt to start, and then nothing on subsequent attempts.
