My HX620W is only showing 11.86 on the +12.00 rail.

It's better than the one I had, but I was expecting more.

I'm overclocking and I need those full 12v'S.

 

Defective???

 

My BIOS shows 11.86V and MBM 5 shows the same.

To top it off it's new and I cut out the barcode for the rebate so I can't return it.

 

What should I do?

11.86V is normal and if any of the Voltages are at or more that spec that would suggest the PSU might be struggling.

 

Exactly right. Also, make sure you realize that motherboards don't report accurately as to the voltages being seen, typically. The only way to know exactly what kind of voltage your PSU is putting out is with a multimeter.

Where it connects to the MB from the 20/24 Pin connector and at the Voltage regulator on the MB, but you would need to ask the MB maker for it's location. However, what you have reported is running in spec and as long as the system is stable you should be good to go.
