Corsair 200 Pin PC2700 DDR Speed Issue

I just pruchased a Corsair 512MB 200 Pin PC2700 SODIMM module for my Dell Inspiron notebook. After installing the memory the notebook will not boot. If I put the old memory back in it boots ok. The notebook currently has 2 - 128 Mb PC2100 modules. Is the PC2700 backwards compatible to run at PC2100? I realize I can't mix speeds but it will not boot with just the new module in slot 1 . Can anyone help??

Your Dell Inspiron 5100 should accept PC2700 memory. Dell's own website memory configurator shows only one 512MB/PC2700 upgrade module for the 5100:

My HP notebook also has a PC2100/DDR266 memory bus but runs just fine with two Corsair VS512SDS333 PC2700 modules.
