GA-965P-DS3 And TWIN2X2048-6400C4PRO Issues

I've just built a Conroe E6600 system with the Ga-965PDS3 motherboard and

TWIN2X2048-6400C4PRO, and I've ran into a wall. When I overclock the E6600 to 3.3 GHz with multiplier of 9X, memory multiplier of 2X and increased the DIMM overvoltage setting by .3X, CPU Host frequency to a maximum of 371 everything works just fine but I've been unable to increase the CPU Host beyond that.

 

At first I tried to increase the CPU voltage to see if the CPU is at fault but to no avail. I then decided to drop the CPU clock multiplier to 8X and increase the CPU host frequency to 380 but again it would not work and now the CPU is running over 200 MHz slower than it was with my previous setting so I now know that the limiting factor is not the CPU, which leaves Front side bus and memory as the limiting factors. This board has a reputation of being able to easily crack 400 Mhz Front Side bus and every member of my forum has achieved that with different memory than I'm using, so providing that my board is working just fine this narrows the limitation to be most likely the memory.

 

It irritates me to think that I paid well over $300 dollars for two sticks of memory that are not performing as well as those that a buddy purchased and is using on the same board, with the same specification of DDR 800-PC6400C4, but at almost half the price of what I paid for these. What I want to know is if there are any settings that one might recommend that will resolve this issue or am I stuck with high priced low performing RAM? I've been a long time advocate and user of Corsair memory and I've recommended it to many members of my forum http://www.dvdhounds.com but so far I've seen nothing here to recommend. I will await any recommendations that indicate that the memory is not the limiting factor.
