Bad Ram

I've recently bought 2 cmx512-32002pt Ram Modules, according to the Corsair main site my motherboard is compatible with this Ram. When I installed both Rams the my computer wouldn't even load up. The computer would turn on but the screen doesn't even turn on. So I decided to install the Rams one at a Time. One Ram stick worked just fine and was able to load up my system. The other Ram stick would not load up my system. The computer was on but the screen would not load up. I presume that this Ram is defected. What can I do? Can I get a replacement for this defective Ram? Thank you for your time and concern. Your help would be much appreciated.

Can you tell me the make and model of MB you have along with the CPU speed and it’s FSB as well? In addition, please tell me the bios settings you have set for both CPU and memory and any performance settings that you may have set?

My MB is an Intel model D865GLC. I have a processor Speed of 2.6Ghz, System Bus Speed of 800Mhz, and System Memory Speed of 400 Mhz. The timings of my Memory is Frequency od 200Mhz FSB:DRAM is 1:1 and 3.0-3-3-8. I have not manually tweaked anything everything is automatically set by the computer.

Yes I already did perform memtest on the Rams. I performed mem test on the working Ram and showed no errors. As for the other one, my computer would not even boot up. Like I said the screen remains idle as if nothing has been loaded. The power is on but nothing loads.
