Inspiron 1100 won't boot with CMSS256MB-266SOD

I checked the Corsair site and used the compatability tool, which listed the CMSS256MB-266SOD and CMSS512MB-266SOD as compatible with Dell Inspiron 1100.

I have 2 mem sticks, I tried 1st corsair with 1 dell mem, I tried swapping positions and would not boot, then I tried both Corsair mem and still would not boot. When I put back the original mem 128mb each, laptop works fine. Help? I originally had the Value Select mem and that was not booting either so i RMAd them. Now still same issue
