Bank Cycle Time (Trc) on TwinX2048 3200 C2PT

The above RAM is installed on an Asus K8N E Del mobo with BIOS 1009. I am able to run it at 2-3-3-6, but noticed since I upgraded my BIOS from 1005 to 1009 I can no longer run the Trc at 7 clocks. The option to change this is no longer available in my motherboard settings.

The two attached images show this using CPU Z. Under BIOS 1005 (attachment 'memory') the settings read 2.5-3-3-6 with bank cycle (trc) 7 and DRAM idle 16. I was also able to run this at 2-3-3-6 while maintaining the same other timings. With BIOS 1009 it now appears 2-3-3-6 (attachment 'memory 2) with bank cycle (trc) 12 and DRAM Idle 16.

My questions are the following:

1) What does the bank cycle time (trc) do?

2) Will it slow my system down at all going from a trc of 7 to a trc of 12, which is almost twice as slow?

3) Is it even worth worrying about?

Any help is greatly appreciated.
