Should i300 GPU fans be running at 3000+rpm when system is idle?

Hi there, hoping a fellow i300 owner could share their experience or maybe even someone from the corsair support team just quickly answer this question?

The GPU temp is not even in the 40s and the fans on it are loud immediately on boot up with no signs of slowing down, is this normal and if not can it be changed somewhere?

i have an i7200 and the fans have never ramped up to 3000 rpm. they always have spun slow like there in zero rpm mode!!!
