Very Loud Humming noise from iCue h100 Elite

This link is a recording of the sound. Keep in mind that the sound gets extremely loud. I can hear it even through my headset while blasting music into my ears.

I suspect the cooler is at fault though I'm not sure why or how precisely.

Any help would very much be appreciated! Please.
