PC does not boot after replacement of H60 cooler

After replacing my H60 cooler my PC does not boot. The LED light of the h60 flashes for one second then the PC shuts down instantly. Installation as mentioned in handbook for Intel CPUs. I removed the pump since I suspected a failure in the contact but the thermal Paste was distributed evenly over the cpu cover.

Instant shutdown after pressing the button is going to be a power issue. It could be PSU, motherboard, or an electrical short in wiring. Assuming the H60 (2018 model?) is the only change, start by looking at its SATA connection. 1 second is far too fast for a thermal safety shutdown. That is the expected response if the PSU or motherboard detect a short.
